Why won't Julia Gillard allow us a vote on the carbon tax?

She clearly said before the election "There will be no carbon tax under the government I lead". John Howard did the same with the GST before the 1996 election, but when he changed his mind, he had the guts, decency and integrity to take it to an election. Why won;t she do the same?
