Can volunteering help you land your first job?

I am 19 years old and never had a job. I've been applying for jobs for almost 3 years now and still have not been hired. I've been called to interviews with McDonalds,Vector and Choice and went to open interviews with Ono Hawaiian BBQ and with some pizza place. Since I haven't had any luck, I'm deciding on doing some volunteer work at a food bank. Will doing so help me find a job? If not,where else can I volunteer in order to higher my chances in getting an interview/getting hired?
